January 22, 2009, the State Council of China issued "Response to Issues on Promoting the Development of Service Outsourcing Industry "; April 15, 2009, the State Council officially announced "Adjustment and Revitalizing Plan for China's Electronic Information Industry "; February 23, 2009, Ministry of Finance and other Eight Ministries and Commissions jointly issued the "Guidance on Encouraging Government and Enterprise Outsourcing to Promote the Development of China's Service Outsourcing Industry".
