Foreward: Advent of Government Outsourcing Era

  "The government acts as public service provider, but not necessarily a producer; the rule-maker and implementation regulator, but not necessarily a direct operator ......"

  Government outsourcing is a hot new topic.

  Government Outsourcing is a new government service pattern of "Government's Commitment, Directional Commission, Contract Management, and Cash on Assessment ". Through the purchase of public services from social organizations, government will change its old model of self-service, and changes the habit of setting up a new service sector or institute with a new group of people for every new service project, transforming people rising to project supporting, and thus save the cost while improve efficiency. Government outsourcing is the ice-breaking attempt to public service system, and also the inevitable results of the merge of “service-oriented government" and "reduced government".

  January 22, 2009, the State Council of China issued “Response to Issues on Promoting the Development of Service Outsourcing Industry "; April 15, 2009, the State Council ?officially announced “Adjustment and Revitalizing Plan for China’s Electronic Information Industry "; February 23, 2009, Ministry of Finance and other Eight Ministries and Commissions jointly issued the “Guidance on Encouraging Government and Enterprise Outsourcing to Promote the Development of China's Service Outsourcing Industry”. Series of policies have been put forward to support the development of service outsourcing industry, especially the government outsourcing. We can expect that under the impetus of the policy, China's government outsourcing would embrace an overwhelming growth and development. The Government Outsourcing Era is approaching.

  Therefore, as a professional industry research and advisory institution, Devott took stock of all the hot events on China’s government outsourcing industry in 2009 from variety of angels, such as policies, outsourcing behavior and practice, etc. We finally summarized the following ten events hotlist.

  1、Ministry of Finance and other Eight Ministries and Commissions jointly issued the “Guidance on Encouraging Government and Enterprise Outsourcing to Promote the Development of China's Service Outsourcing Industry”.
  2、 Hangzhou shared disaster recovery center outsourcing project benefits both government and enterprise.

  4、Ningbo issued "Ningbo Administrative Department Government Outsourcing Provisional Measures".
  5、Supporting the development of outsourcing industry, and responding to the orientation of central policy, Suzhou government procurement tops all Chinese cities and areas.
  6、China's "Cloud Valley" expanded and built three major cloud computing service platform.
  7、Wuxi government website integrated outsourcing, creating the banner of the China’s government websites.
  8、Ronggui’s reform of "simpler administration and better town" started and the social forces joined the "management level".
  9、Shenzhen Futian created a new model of "government purchasing legal services".
  10、Lowering administrative cost with market leverage, Wuhan government outsourced "energy-saving office”.
